Qingjianqu Knowledge Base (https://ima.qingjianqu.cn) is an integrated knowledge-management and governance platform independently built by Shanghai Qingjianqu Minimalist Culture Development Co., Ltd. (the "Company"). It hosts the Company's governance documents, business materials and collaborative knowledge, and provides access to authorized members, partners, collaborators and permitted users.

2.1 许可授予。 本公司授予您一项有限的、非独占的、不可转让、不可再许可、可撤销的许可,仅限于为本公司业务及您获授权的职责范围内使用本应用及其随附文档。本应用为许可使用,而非出售。
2.2 使用限制。 未经本公司事先书面同意,您不得:
(a)复制、分发、出租、出借、转售、转授权本应用或其任何部分;
(b)对本应用进行反向工程、反编译、反汇编,或试图获取其源代码(法律法规强制允许的情形除外);
(c)移除、篡改或规避本应用中的版权声明、水印、访问控制或权限机制;
(d)将本应用用于任何违法、侵权、危害国家安全或违背公序良俗的目的;
(e)将本应用中的商业秘密信息以任何方式对外披露或用于本公司业务之外。
2.3 知识产权。 本应用及其全部内容(含程序、界面、文档、数据、商标、标识)的知识产权归本公司或相应权利人所有。您仅获得第 2.1 条所述的使用许可,不获得任何所有权或其他权利。
2.4 保密义务。 本应用中标注为"商业秘密"或受限制访问的内容,属本公司商业秘密。您应承担保密义务,未经授权不得查看、复制、披露或传播。
2.5 许可终止。 若您违反本协议,许可自动终止,您应立即停止使用并删除全部副本。本公司亦可在通知后终止许可。
2.6 免责与责任限制。 本应用按"现状"提供。在法律允许的最大范围内,本公司不对使用本应用产生的间接、附带或后果性损失承担责任。
2.7 适用法律与争议解决。 本协议适用中华人民共和国法律。因本协议引起的争议,双方应友好协商;协商不成的,提交本公司住所地有管辖权的人民法院解决。
2.1 Grant of License. The Company grants you a limited, non-exclusive, non-transferable, non-sublicensable and revocable license to use this application and its accompanying documentation solely for the Company's business and within the scope of your authorized duties. This application is licensed, not sold.
2.2 Restrictions. Without the Company's prior written consent, you shall not:
(a) copy, distribute, rent, lend, resell or sublicense the application or any part of it;
(b) reverse engineer, decompile or disassemble the application, or attempt to derive its source code (except where mandatorily permitted by law);
(c) remove, alter or circumvent any copyright notice, watermark, access control or permission mechanism;
(d) use the application for any unlawful, infringing, state-endangering or public-order-violating purpose;
(e) disclose trade-secret information from the application, or use it outside the Company's business.
2.3 Intellectual Property. All intellectual property rights in the application and its contents (programs, interface, documentation, data, trademarks, logos) belong to the Company or the respective rights holders. You receive only the usage license described in Section 2.1, and no ownership or other rights.
2.4 Confidentiality. Content marked "trade secret" or subject to restricted access constitutes the Company's trade secrets. You shall keep it confidential and shall not view, copy, disclose or disseminate it without authorization.
2.5 Termination. If you breach this agreement, the license terminates automatically and you shall immediately cease use and delete all copies. The Company may also terminate the license upon notice.
2.6 Disclaimer and Limitation of Liability. The application is provided "AS IS". To the maximum extent permitted by law, the Company is not liable for indirect, incidental or consequential damages arising from use of the application.
2.7 Governing Law and Disputes. This agreement is governed by the laws of the People's Republic of China. Disputes shall first be resolved through friendly negotiation; failing which, they shall be submitted to the competent people's court at the Company's domicile.
3.1 我们收集的信息。 为提供知识库服务与权限管理,本应用可能处理以下信息:登录标识与权限角色;操作日志(访问、检索、编辑等操作记录及时间);设备与网络信息(浏览器类型、IP 地址、访问时间);您在平台内创建或上传的内容。
3.2 信息用途。 用于:身份识别与权限控制;提供与改进功能;安全审计与合规审查;统计分析与运营管理。本公司不会出售您的个人信息。
3.3 本地存储。 本应用在您的浏览器中使用本地存储(localStorage / Cookie)保存少量偏好设置(例如界面偏好、已读更新标记),用于改善使用体验;这些数据保存在您的设备,可随时清除。
3.4 数据存储与安全。 数据存储于本公司的云端基础设施(Cloudflare 网络与数据库服务)。本公司采取访问控制、加密传输、权限分级等合理措施保护数据安全。
3.5 信息共享。 除法律法规要求、司法机关或行政机关依法定程序要求,或为保护本公司及他人合法权益所必需外,本公司不向第三方提供您的个人信息。
3.6 您的权利(含授权管理:撤回、限制与恢复)。 您有权依法律规定查询、更正、删除您的个人信息,或撤回授权。就授权管理,本应用提供三种可逆状态:
(a)撤回授权并停止使用:退出登录、清除本机偏好与个性化缓存;服务端停止对该账号的个性化与智能分析类处理(仅依法保留必要记录);
(b)限制使用:停止个性化推荐与智能分析类处理,保留必要的知识库访问与安全审计记录;
(c)恢复完整授权:经您重新授权,恢复个性化推荐、智能分析类等全部服务功能,先前的「限制使用」状态即行解除。
上述三项均可在「关于本库(应用)」页签或隐私政策弹窗内一键完成并留有记录;如您为未成年人,上述权利由其监护人代为或协助行使(参 3.9(f))。其他请求请通过第 8 节联系方式提出。
3.7 未成年人(原则与但书)。
(a)原则:本应用原则上面向本公司的成年成员与经授权的使用者。
(b)但书(Proviso):在不违反使用者所在国家或地区法律法规、且有利于未成年人的前提下,本应用可以适用于未成年人——未成年人之界定、分层与分级保护,见第十节(M1–M5)、第十二节(G1–G5)、第十五节、第十八节;在此情形下,本政策之适用依第 3.9 条之例外条款调整。
(c)依据:未成年人适用之范围与条件,依第十节至第十五节、第十八节及第二十节至第二十二节执行;本应用不得以"不面向未成年人"为由,规避其对未成年人所负之保护义务。
3.8 更新。 本政策如有更新,将在平台内公示。
3.9 未成年人信息处理的例外条款与协调规则(重要)。 依第 3.7 条但书,对未成年人适用时,以下例外优先于本政策其他条款适用:
(a)最小必要:仅处理实现服务与安全所必需之最少信息;不收集与保护无关之身份、族裔、宗教、健康等敏感信息(参第二十二节);
(b)监护人同意优先:未成年人使用应取得其父母或其他监护人的同意或知情;不满十四周岁(或使用者所在地法律所定之相应年龄)者,应当取得监护人同意;
(c)位置信息从严:除紧急情形(涉人身安全等)并取得监护人(或依情形之本人)明示同意外,不采集位置;紧急采集依第二十一节之 21.9 从严限制(一次性、最短留存、用后即删);
(d)不作商业化:未成年人信息不作个性化推荐、不作商业利用、不作差别化对待;
(e)对外交互限制:保护模式下限制对外分享、公网发布与互传;
(f)权利的行使:查询、更正、删除、撤回授权等权利,由其监护人代为或协助行使;本应用提供便捷的删除与撤回通道(参 3.6 与第二十一节);
(g)留存与删除:未成年人信息最短留存,目的实现后即删除;监护人可随时要求删除;
(h)冲突与优先:本条及第 3.7 条与其他条款不一致时,以最有利于未成年人为准(就高从严);
(i)救济:涉未成年人之侵害,经第二十一节举报机制上报(涉未成年女性者进入未成年女性专属通道),即时受理、优先处置,必要时启动监护人告知及(在法律法规允许范围内的)外部报告程序。
3.10 与其他章节之协调。 本政策与第十节、第十二节、第十五节、第十八节(未成年人及未成年女性保护)以及第十九节(特殊情势地区)并列适用、相互衔接;如有不一致,以对未成年人、未成年女性及特殊情势当事人更有利者为准。
3.1 Information We Collect. To provide knowledge-base services and permission management, the application may process: login identifiers and permission roles; operation logs (access, search and edit records with timestamps); device and network information (browser type, IP address, access time); and content you create or upload within the platform.
3.2 How We Use It. For identity verification and access control; providing and improving features; security auditing and compliance review; analytics and operations. We do not sell your personal information.
3.3 Local Storage. The application uses local storage (localStorage / Cookie) in your browser to keep a small number of preferences (e.g. interface settings, read-update markers) to improve your experience; this data stays on your device and can be cleared at any time.
3.4 Storage and Security. Data is stored on the Company's cloud infrastructure (Cloudflare network and database services). The Company adopts reasonable measures such as access control, encrypted transmission and tiered permissions to protect data.
3.5 Sharing. The Company does not provide your personal information to third parties, except as required by laws and regulations, requested through due process by judicial or administrative authorities, or necessary to protect the legitimate rights and interests of the Company and others.
3.6 Your rights (including consent management: withdrawal, restriction and restoration). You have the right to access, correct and delete your personal information, and to withdraw consent. As to consent management, three reversible states are provided: (a) withdrawal and cessation of use — logout and clearing of local preferences and personalization cache, with server-side cessation of personalization and analytical processing (only records required by law are kept); (b) restricted use — cessation of personalized recommendation and analytical processing, while necessary knowledge-base access and security-audit records are retained; (c) restoration of full authorisation — upon your renewed consent, all service functions such as personalized recommendation and analytical processing are restored, and the prior "restricted use" state is lifted.
All three can be completed with one click in the "About" tab or the Privacy Policy dialog and are recorded; for minors, these rights are exercised by or with the assistance of their guardian (see §3.9(f)). Other requests may be made via the contact in Section 8.
3.7 Minors (principle and proviso).
(a) Principle. The application is in principle intended for adult members and authorized users of the Company.
(b) Proviso: provided it does not violate the laws or regulations of the user's jurisdiction and operates in the best interests of minors, the application may also be used by minors — the definition, tiering and graded protection of minors are set out in Sections 10 (M1–M5), 12 (G1–G5), 15 and 18; in such cases this Policy applies as adjusted by the exceptions in §3.9.
(c) Basis. The scope and conditions for minors' use follow Sections 10–15, 18 and 20–22; the application shall not invoke "not directed to minors" to evade its protective duties toward minors.
3.8 Updates. Any update to this policy will be published within the platform.
3.9 Exceptions and coordination rules for minors' data (key). Pursuant to the §3.7 proviso, the following exceptions prevail over other provisions of this Policy when the application is used by minors:
(a) Minimal necessity — only the least information necessary for the service and safety; no collection of sensitive information (identity, ethnicity, religion, health) unrelated to protection (see Section 22).
(b) Guardian consent first — minors' use requires parental or guardian consent or awareness; for those under 14 (or the corresponding age under local law), guardian consent shall be obtained.
(c) Stricter rules for location — no location collection except in emergencies (personal safety, etc.) with the express consent of the guardian (or, as the case may be, the minor); emergency collection follows §21.9 strictly (one-off, minimal retention, deleted afterwards).
(d) No commercialization — minors' information is not used for personalized recommendation, commercial exploitation or differential treatment.
(e) Restricted external interaction — sharing, public publishing and forwarding are restricted in protection mode.
(f) Exercise of rights — rights to access, correct, delete and withdraw consent are exercised by or with the assistance of the guardian; convenient deletion and withdrawal channels are provided (see §3.6 and Section 21).
(g) Retention and deletion — minimal retention; deletion once the purpose is fulfilled; guardians may request deletion at any time.
(h) Conflict and priority — where this Section or §3.7 conflicts with other provisions, the best interests of the minor prevail (the higher, stricter standard applies).
(i) Remedy — harm to minors is reported via the Section 21 mechanism (female minors via the dedicated channel), handled immediately and with priority, with guardian notification and, to the extent permitted by law, external reporting where necessary.
3.10 Coordination with other Sections. This Policy applies in parallel and in coordination with Sections 10, 12, 15, 18 (protection of minors and female minors) and Section 19 (special-situation regions); in case of inconsistency, the rule more favourable to minors, female minors and persons in special situations prevails.
4.1 账号与访问。 您的访问权限由本公司授予。您应妥善保管账号与凭证,不得共享、出借或转让他人使用;因您保管不善造成的后果由您承担。
4.2 使用规范。 您承诺:遵守法律法规与本公司治理制度;不得上传违法、有害、侵权或与本公司业务无关的内容;不得干扰、破坏平台运行或他人正常使用;不得利用平台从事任何损害本公司利益的行为。
4.3 内容与责任。 您对自身创建或上传的内容负责。本公司有权对违反本条款的内容进行处置(含限制访问、移除、终止权限)。
4.4 服务变更与中断。 本公司可因升级、维护、安全或经营需要,变更、暂停或终止全部或部分服务,并将尽可能提前提示。
4.5 数据备份。 本公司将采取合理措施保护数据,但不对因不可抗力、第三方服务故障等造成的损失承担责任。请您自行留要重要资料副本。
4.6 条款更新。 本条款更新后将在平台内公示,继续使用即视为接受更新后的条款。
4.1 Accounts and Access. Your access is granted by the Company. You shall safeguard your account and credentials and shall not share, lend or transfer them; you bear the consequences of your own failure to safeguard them.
4.2 Acceptable Use. You undertake to: comply with laws, regulations and the Company's governance rules; not upload unlawful, harmful, infringing or off-business content; not interfere with or disrupt the platform or others' normal use; and not use the platform in any way that harms the Company's interests.
4.3 Content and Responsibility. You are responsible for the content you create or upload. The Company may act against content that breaches these terms (including restricting access, removal, and terminating permissions).
4.4 Changes and Interruption. The Company may change, suspend or terminate all or part of the services for upgrades, maintenance, security or operational needs, with advance notice where possible.
4.5 Data Backup. The Company will take reasonable measures to protect data, but is not liable for losses caused by force majeure or third-party service failures. Please keep your own copies of important materials.
4.6 Updates to Terms. Updated terms will be published within the platform; continued use constitutes acceptance.

10.1 适用对象与定义。 本节所称未成年人,指十七周岁或以下的人(未满十八周岁者)。本库(轻简趣·知识库)可在不违反用户所在国家或地区法律法规且有利于未成年人的前提下适用于未成年人。在中华人民共和国领域外,各特定地区法律、行政法规类文件另有规定的,从其规定;当地规定更严格的,从严适用。
10.2 五级递进保护(M1–M5)。 对未成年人按下列层级层层递进适用保护措施:

10.3 通用限制。 未成年人一律:①不收集与年龄无关的个人信息;②不开放陌生人一对一社交、位置暴露与线下约见;③按层级限制上传、下载、公网分享与对外发布;④不呈现涉密、涉商业秘密与限制级内容。
10.4 生效与就高原则。 层级以周岁计算、以公历生日为界;跨档时自生日当日起适用更高(更严)层级;境外更严格者从严。
10.6 与《隐私政策》之衔接(但书)。 本节之适用,以《隐私政策》第 3.7 条之但书及第 3.9 条之例外条款为衔接:即使《隐私政策》原则上不面向未成年人,在本节与第 3.7 条但书所定条件下,本应用仍适用于未成年人,且未成年人信息之处理依第 3.9 条从严执行;与《隐私政策》其他条款不一致时,以最有利于未成年人为准。
10.1 Scope. A minor means a person aged 17 or under. This application may be provided to minors only where it does not violate the laws of the user's jurisdiction and is beneficial to minors; outside the PRC, stricter local rules prevail.
10.2 Five Progressive Tiers (M1–M5).

10.3 General limits. No personal data collected beyond age necessity; no stranger one-to-one social, location exposure or offline meetings; upload/download/sharing/publishing limited by tier; no confidential or restricted content.
10.4 Effect. Ages computed in full years; higher (stricter) tier applies upon crossing; stricter foreign rules prevail.
10.6 Coordination with the Privacy Policy (proviso). This Section is read together with the proviso in §3.7 and the exceptions in §3.9 of the Privacy Policy: even though the Privacy Policy is in principle not directed to minors, the application is nonetheless available to minors under the conditions set out herein and in the §3.7 proviso, and minors' data is processed strictly per §3.9; where inconsistent with other provisions of the Privacy Policy, the best interests of the minor prevail.
11.1 适用对象。 本节适用于全部女性使用者,包括成年女性(已满十八周岁;十七周岁以上且不含十七周岁者)与未成年女性(另见第十二章)。

11.3 凌虐情形维度的融合(依两性平等暨女性事务委员会文件)。 本节保护措施的设定,全面对接本公司《女性权益保护令》及其《第一条第八项具体情况补充工作指引》所列举八大类凌虐情形之分类维度,并据此设计屏蔽、提示、举报与处置规则:
(一)基于生理与身体的凌虐;(二)基于心理与精神的凌虐;(三)基于经济与资源剥夺的凌虐;(四)基于发展权与机会剥夺的凌虐;(五)基于制度与文化压迫的凌虐;(六)基于母职与生育的专项凌虐;(七)基于性骚扰与性别暴力的凌虐;(八)系统性忽视与制度性暴力。
11.4 不雅词汇屏蔽机制。 本库内置不雅词汇与侮辱性表述屏蔽:对用户提交文本与生成内容过滤,命中即阻断、替换或提示更正;词表按上述八大类维度持续维护,不针对正当讨论(反骚扰、权益保护、学术与法律论述)。
11.5 隐私保护强化。 ①最小必要收集;②默认掩码显示个人信息;③提供撤回授权与删除/更正通道;④未经明示同意不向第三方提供。
11.1 Scope. Applies to all female users, including adult women (18+) and female minors (see Section 12).
11.2 Tiers (W1–W3). W1 (baseline) — no derogatory language toward women; vulgar-language filtering; no stranger private-contact channels; one-tap reporting. W2 (adult women) — privacy by default (masked display, withdrawal of consent); no sexual or objectifying content generation; access/correct/delete rights. W3 (high-intensity: pregnancy, maternity, primary caregiving) — no restriction of access/opportunity due to maternity; no unrelated marital/fertility disclosure; supportive, non-discriminatory presentation.

13.4 数据与尊严(通用)。
(a)不单独收集民族/族裔身份信息用于差别化处理;确需处理时遵循最小必要、告知同意、去标识化原则(见第二十二节)。
(b)自决权尊重:尊重其民族认同与个人身份的选择,不得以任何形式强迫同化或改变认同。

13.4 Data & dignity (general). (a) No separate collection of ethnicity data for differential treatment; where necessary, minimal-necessary, informed-consent and de-identification apply (see Section 22). (b) Respect for self-identification; no forced assimilation.
13.5 Mechanism. A screen–block–handle mechanism for ethnic discrimination, hatred and stigmatization (sharing the §11 word list, with ethnic-specific terms). Reportable via the Section 21 reporting mechanism.
13.6 Minors (any gender). Stack Section 10 (M1–M5); plus (a) respect for ethnic-language and cultural education; (b) no age-inappropriate content demeaning their ethnicity; (c) ethnic/minor topics handled respectfully, age-appropriately, without incitement.

Given the exceptional situation in Afghanistan and the severe hardship faced by women and female minors there, the Library provides the most protective measures available within the limits of the law, seeking to improve their situation as far as possible. 19.2 Measures (maximum protection within lawful limits). (a) Knowledge access — maximize, within what is lawfully reachable, access to education, knowledge, learning and creation features. (b) Privacy & safety first — highest privacy by default: anonymous access, local processing, minimal traces and access logs, lowering risk from using the Library. (c) Do no harm — never disclose their identity, location or activity to any third party; never let the Library become a channel for their identification, tracking or reprisal. (d) Expression & dignity — respect; strictly no demeaning, objectifying or stigmatizing content. (e) Mental-health support — lawful information and safe help channels.
19.3 Female minors (top priority). (a) Strictly prohibited: child marriage, forced marriage, FGM/C, sexual exploitation and any confinement. (b) Education first — maximize learning access within lawful reach. (c) Top-priority remedy via the Section 21 "female-minor dedicated channel". (d) Guardian notification and necessary external reporting only where they do not increase risk.
19.4 Help channels & boundaries. (a) Lawful information, safety guidance and referral (e.g. humanitarian/legal aid resources where lawfully reachable). (b) No organizing, funding or participation in any activity that violates local law or could worsen their situation. (c) Safety-first, minimum-intervention, victim-centred — every measure premised on not increasing risk.
19.5 Strictest prevails. Where any rule is more protective of women and female minors in Afghanistan, it prevails; where a mandatory local law conflicts, apply the most protective lawful approach.
20.1 和平促进与反战。

(b)禁止伦理非难与道德评判(核心原则):本库排除不必要之伦理非难,不在法律标准之外作任何性道德评判。不得基于性道德、贞操观念、性经历、性伴侣数量、婚恋状态、性取向、性别认同或性表达方式,对任何人(尤其女性)进行贬损、羞辱、歧视、污名化或差别化对待;
(c)明示禁止之例(包括但不限于):在无事实理由、无法律依据的情况下,将女性指称为"荡妇"或使用其他同类侮辱性称谓、编造其私生活、公开羞辱其性经历或外貌身体者,即违反本库原则,应予阻断、删除并依情节处置;
(d)特定国家、宗教、民族特别法规之从属适用:如特定国家、宗教或民族有其特别的法规或法律,从其规定;但本库对此不作道德评判,亦不将该等规定扩张适用于非其管辖范围内的人员或行为;
(e)举证与事实基础:涉及性相关之指控、评价与内容生成,须以事实理由与法律依据为基础;无事实、无法律依据者,不得生成、不得传播。
20.5 性行为正当性之处理边界。
(a)本库不禁止成年人之间合法的、自愿的、私密的性关系,不介入其私人生活;
(b)本库不评价、不宣扬成年人间合法的性内容,仅在"儿童不宜""内容分级""违反当地法律"三种情形下作必要限制;
(c)一切限制以必要为限:非必要不干预;确有必要干预时,严格依法依规为之,不得超出必要限度。
20.6 举报。 本节项下违规内容与行为,可通过第二十一节举报机制上报,涉及未成年人与性暴力的,进入最高优先级队列。
20.1 Peace & anti-war. (a) The Library takes a pacifist stance, opposes war, and does not promote, glorify or incite war, armed conflict, violence or terrorism. (b) Supports peace promotion, conflict resolution, humanitarian care and dialogue among civilizations. (c) Provides no material assistance for violence, weapons-making or incitement to hatred.
20.2 Cross-cultural exchange. (a) Encourages mutual respect, equal dialogue and mutual learning. (b) Opposes cultural hegemony, superiority claims and civilizational-hierarchy denigration. (c) Differences are treated by explanation, understanding, respect — never by imposing values.
20.3 Anti-discrimination (general). (a) No discrimination, hatred, harassment, stigmatization or incitement based on gender, ethnicity, race, religion, language, region, age, disability, sexual orientation or gender identity. (b) Intersectional discrimination handled at the strictest standard.
20.4 Anti-unlawful-sexual-conduct — defined by law only, with no moral judgement (key clause). (a) Definition: "unlawful sexual conduct" means only conduct expressly prohibited or regulated by law, including sexual content/abuse involving minors, non-consensual acts, sexual exploitation and trafficking, sexual harassment and violence, and obscene content unlawful in the relevant jurisdiction. (b) No moral censure (core principle): the Library excludes unnecessary moral reproach and makes no sexual-morality judgement beyond legal standards. It shall not demean, humiliate, discriminate against, stigmatize or differentially treat any person (especially women) on grounds of sexual morality, chastity norms, sexual history, number of partners, marital status, sexual orientation, gender identity or sexual expression. (c) Illustrative prohibition (non-exhaustive): calling a woman a "slut" or using similar insulting labels, fabricating her private life, or publicly shaming her sexual history or body without factual basis and legal grounds violates these principles and shall be blocked, removed and handled according to severity. (d) Local law prevails where specific: where a specific country, religion or ethnic group has its own specific laws or regulations, those prevail; but the Library makes no moral judgement thereon and does not extend such rules to persons or conduct outside their jurisdiction. (e) Evidentiary basis: sexual allegations, evaluations and content must rest on factual and legal grounds; without them, nothing shall be generated or disseminated.
20.5 Boundaries in handling sexual conduct. (a) The Library does not prohibit lawful, voluntary, private sexual relations between adults and does not intrude on private life. (b) It neither evaluates nor promotes lawful adult sexual content, imposing limits only for child-appropriateness, content-rating, or unlawfulness locally. (c) All restrictions are limited to what is necessary: no intervention where unnecessary; where intervention is genuinely required, it shall be carried out strictly in accordance with law and only to the extent necessary.
20.6 Reporting. Violations are reportable via the Section 21 mechanism; cases involving minors or sexual violence enter the highest-priority queue.

21.2 举报入口(多渠道,含但不限于)。

(b)保护模式专属入口:开启"女性特别保护/未成年保护"后,顶栏与页脚显示显眼举报入口;
(c)配套文件页与"关于"页内的举报链接;
(d)举报表单页:可直接访问 /report(与本库"举报"页签)填写;
(e)邮件/外部渠道:可通过公司公布的举报专用联系渠道提交(见第二十一节之 21.6)。
21.3 举报要素(可选填,不强制实名)。
(a)举报类别:按八大类分类(①生理与身体 ②心理与精神 ③经济与资源剥夺 ④发展权与机会剥夺 ⑤制度与文化压迫 ⑥母职与生育专项 ⑦性骚扰与性别暴力 ⑧系统性忽视与制度性暴力);
(b)举报人身份(可匿名):女性 / 未成年女性 / 其代理人(监护人、受托人) / 其他关注者;
(c)紧急程度:一般 / 紧急 / 最高优先级(涉未成年人、涉性暴力、涉人身安全者自动升级);
(d)发生经过、涉事内容或对象(可附链接/截图说明)、联系方式(选填)。
21.4 受理与响应(我们如何收到)。
(a)提交后即时写入后台专项日志(举报台账,带唯一受理编号),并实时推送通知开发者/管理人(推送通道可配置,含即时消息与邮件;未配置外部通道时进入待推送队列并在后台高亮提示);
(b)响应时限:一般举报 72 小时内初查反馈;紧急 24 小时内;最高优先级(涉未成年人、性暴力、人身安全)即时受理、优先处置;
(c)处理流程:受理登记 → 分类评估 → 事实核查(必要时) → 处置(阻断/删除/限制/移交) → 反馈与归档;
(d)保密与保护举报人:严格保密举报人身份;严禁对举报人任何形式的报复、报复性披露或差别对待。
21.5 举报人保护与激励机制。
(a)反诬告与反报复并举:既要严肃处置被举报行为,也要依事实审慎甄别,防止虚假举报与打击报复;
(b)对善意举报者予以优先响应与必要保护;
(c)举报不因其身份、性别、族裔、宗教或匿名与否而受差别对待。
21.6 联系渠道。
(a)公司举报专用联系渠道(由公司公布并保持有效);
(b)未成年人及女性事务另设专门通道(已在举报表单中标注"未成年女性专属通道",进入最高优先级);
(c)必要时转介至公司两性平等暨女性事务委员会、独立仲裁委员会等治理机构(依公司现行有效治理文件)。
21.7 数据与留痕。 举报记录最小必要留存、去标识化处理、限定访问权限(仅授权处置人员可查);举报人可请求查询处理状态。
21.8 举报人资格核验与真实性声明(重要)。
(a)资格核验:为保证举报真实、有效且"适格",本库对提交人之身份(可匿名者作匿名标识核验)、年龄段、与所举报事项之关联性(是否具备提出本举报之资格)作必要核验;核验以最小必要为限,遵循第二十二节之合法边界。
(b)真实性声明:提交前,系统以弹窗方式要求提交人作出声明——本人所提交之信息真实、准确、完整,无捏造、歪曲事实,无诬告陷害;本人知悉,如举报内容不实,愿依法承担相应法律责任;本人同意为处理本举报之目的处理本人所提交之必要信息(含本人主动提交之位置信息);声明文本以中文、English 双语对照呈现,使用人母语非中文或英文时,另以母语(第三语言)对照呈现。
(c)证据链留痕:系统完整留存提交人点击确认之日志与记录——包括确认时间(含时区)、声明文本版本号、声明文本哈希、网络地址与设备信息、提交内容哈希——形成可追溯之证据链,供必要时依法提供。
(d)匿名与核验之平衡:支持匿名提交;匿名者仅需完成匿名标识核验(不作实名要求),但仍须完成真实性声明之一切要求。
21.1 Purpose. The Library establishes a Reporting and Rapid-Response Mechanism giving users — especially women, female minors and their representatives — a convenient, safe, multi-channel way to report, ensuring prompt receipt and handling on our side.
21.2 Channels (multiple, non-exhaustive). (a) Site-wide floating button — a persistent "🚩 Report" button at the bottom-right of every page. (b) Protection-mode entry — prominent entries in the header and footer once "Women's Protection / Minor Protection" is on. (c) Links inside the Companion Documents page and the "About" page. (d) A report form page at /report. (e) Email/external channels published by the Company (see 21.6).
21.3 Report contents (optional; anonymity supported). (a) Category by the eight classes (① Physical & bodily ② Psychological & mental ③ Economic & resource deprivation ④ Development & opportunity deprivation ⑤ Institutional & cultural oppression ⑥ Motherhood & fertility ⑦ Sexual harassment & gender violence ⑧ Systemic neglect & institutional violence). (b) Reporter capacity (may be anonymous): woman / female minor / representative (guardian, trustee) / other concerned person. (c) Urgency: routine / urgent / highest priority (auto-escalated for minors, sexual violence, personal safety). (d) What happened, the content or person concerned (links/screenshots welcome), and optional contact.
21.4 Receipt and response (how we receive it). (a) On submission it is written immediately to a dedicated back-office log (with a unique receipt number) and pushed in real time to developers/administrators (configurable channels incl. instant messaging and email; if no external channel is configured it enters a pending-push queue highlighted in the back office). (b) Timelines: routine — initial feedback within 72 hours; urgent — within 24 hours; highest priority (minors, sexual violence, personal safety) — immediate, prioritized handling. (c) Flow: registration → triage → verification (if needed) → action (block/remove/restrict/refer) → feedback & filing. (d) Confidentiality: reporter identity strictly confidential; no reprisal, retaliatory disclosure or differential treatment.
21.5 Protection & safeguards. (a) Serious handling of reported conduct, balanced with prudent factual screening against false reports and reprisals. (b) Good-faith reporters receive priority response and necessary protection. (c) No differential treatment by identity, gender, ethnicity, religion or anonymity.
21.6 Contacts. (a) The Company's dedicated reporting contact (published and maintained). (b) A dedicated channel for minors and women (marked "female-minor dedicated channel" in the form; highest priority). (c) Referral, where needed, to the Gender Equality & Women's Affairs Committee, the Independent Arbitration Committee and other governance bodies under the Company's effective governance documents.
21.7 Data. Reports are minimally retained, de-identified and access-restricted (authorized handlers only); reporters may request status updates.
21.8 Verification of reporter standing and declaration of truthfulness (key).
(a) Standing verification. To ensure reports are genuine, valid and submitted by an appropriate party, the Library performs necessary verification of the reporter's identity (anonymous reporters complete an anonymous-identifier check), age band, and connection with the matter (whether the reporter has standing to file); verification is kept to the minimum necessary and follows the lawful limits of Section 22.
(b) Declaration of truthfulness. Before submission, a dialog requires the reporter to declare: the information submitted is true, accurate and complete, with no fabrication, distortion or false accusation; the reporter understands that untrue reports may entail legal liability; and the reporter consents to the processing of the necessary information submitted (including location data the reporter volunteers) for the purpose of handling this report. The declaration is presented in Chinese and English, and, where the user's native language is neither, additionally in the native language (third language).
(c) Evidentiary trail. The system fully retains the reporter's click-to-confirm log and record — including confirmation time (with time zone), declaration version, declaration text hash, network address and device information, and a hash of the submitted content — forming a traceable chain of evidence available in accordance with law where necessary.
(d) Balancing anonymity. Anonymous submission is supported; anonymous reporters need only complete an anonymous-identifier check (no real-name requirement), yet all truthfulness-declaration requirements apply.
21.8 Verification of reporter standing and declaration of truthfulness (key).
(a) Standing verification. 22.2 核验方式(分级、递进、可组合)。 就举报事项,另对举报人之身份(匿名者作匿名标识核验)、年龄段与是否具备提出本举报之资格(适格性)作必要核验(见第二十一节之 21.8)。
(a)自我声明(默认层级):使用者自行声明年龄段与保护层级,本库据以适配内容与功能;不强制实名、不强制提供证件;
(b)监护人确认(未成年人层级):未满 18 周岁者,由监护人确认或陪同时启用相应层级(如监护人邮箱/联系方式确认);
(c)账户与最小化凭证校验(可选层级):在必要且合法时,可经使用者同意,通过第三方合法身份服务(如可信平台账号、年龄验证服务)作最小化校验,仅获取"是否达到某年龄段/某类别"的结论性标识,不获取、不存储其身份证件影像或完整身份信息;
(d)技术性自适应:结合使用行为、自声明与设置,动态适配保护层级(不作侵入式推断);
(e)事后申诉与更正:使用者可随时更正、撤回其声明或校验结论,并可申请复核(申诉通道见第二十一节)。
22.3 特殊群体信息之处理。
(a)民族/族裔、宗教、健康、特殊处境(如阿富汗)等属敏感个人信息,仅在必要、经明示同意且法律允许时处理;
(b)默认不收集、不展示、不关联;确需用于给予保护(而非差别化对待)时,去标识化、分离存储、限定访问,绝不用于商业目的或差别化定价;
(c)禁止将上述信息用于歧视、排斥、监控或其他不当目的。
22.4 隐私与安全。
(a)核验所得信息加密存储、最小留存、到期删除;
(b)不作超范围使用,不向无关第三方提供(法律强制要求除外,并依法审慎);
(c)核验环节在合法可及范围内进行;当地法律不允许或核验反而增加当事人风险时(尤其阿富汗等特殊情势),一律以保护当事人安全和隐私优先,不进行可能带来风险的核验。
22.5 落差处理。 无法确证者,按"就高从严"推定适用更严格之保护(即:宁可错保,不可漏保);对未成年人与女性,存疑时一律从保护侧处理。
22.6 合法边界。 本节一切核验均不得违反使用者所在国家或地区的法律法规,不得采用欺骗、胁迫、过度收集或与其保护目的不相称的方式。
22.1 Principles: minimal necessity, lawfulness, notice & consent, self-declaration first. To implement the tiered protections above, the Library may verify necessary information such as age, gender, and membership of specific groups (ethnic/world minorities, religion, special-situation regions). All verification is limited to the minimum necessary, follows lawful, legitimate, necessary and good-faith principles, strictly protects personal data, and avoids extra collection where self-declaration suffices.
22.2 Verification methods (tiered, escalating, combinable). For reports, necessary verification also covers the reporter's identity (anonymous-identifier check for anonymous reporters), age band and standing (eligibility) to file (see §21.8). (a) Self-declaration (default) — users declare their age band and protection tier; no mandatory real-name or document requirement. (b) Guardian confirmation (minor tiers) — for under-18s, a guardian confirms or accompanies activation of the tier (e.g. guardian email/contact confirmation). (c) Minimal credential check (optional tier) — where necessary and lawful, with consent, via lawful third-party identity/age-assurance services, obtaining only a conclusion-y indicator (whether a threshold is met) — never storing ID images or full identity data. (d) Adaptive technical adjustment — adapting protection tiers from declaration, settings and behaviour, without intrusive inference. (e) Appeal and correction — users may correct or withdraw declarations or conclusions at any time and request review (see Section 21).
22.3 Special-group data. (a) Ethnicity, religion, health, and special-situation data (e.g. Afghanistan) are sensitive personal information, processed only when necessary, expressly consented and lawful. (b) Not collected, displayed or linked by default; where needed to protect (not to differentiate) — de-identified, stored separately, access-restricted, and never used for commercial purposes or differential pricing. (c) Prohibited for discrimination, exclusion, surveillance or other improper purposes.
22.4 Privacy & security. (a) Encrypted storage, minimal retention, scheduled deletion. (b) No out-of-scope use; no provision to unrelated third parties (except where law compels, handled prudently). (c) Verification is conducted within lawful reach; where local law forbids it or it would increase risk (especially Afghanistan and similar situations), safety and privacy prevail and verification is not performed.
22.5 Where uncertain. Absent proof, apply the stricter protection by presumption — better to over-protect than under-protect; for minors and women, any doubt is resolved on the protective side.
22.6 Lawful limits. No verification may violate the user's local law, nor use deception, coercion, over-collection or means disproportionate to the protective purpose.

23.1 宗旨与适用。 本章适用于因使用本库或与本公司发生的一切争议、违约与责任追究事项,旨在最大化定分止争、公平公正,并充分体察情形、法域、文化、地区、性别与人群之差异。本章借鉴本公司治理体系中的救济与争议解决经验(协商—调(和)解与斡旋—仲裁—诉讼之递进路径),并据本库与服务场景予以适配。
23.2 救济的层级路径(借鉴公司治理救济体系)。 争议发生后,按下列顺序递进寻求救济,先内部、后外部;先协商、后裁断:
(a)友好协商:争议各方直接沟通,力图自行达成和解;
(b)调(和)解与斡旋:协商不成,可提请本公司调(和)解与斡旋协调机制(依公司《合伙权益争议解决治理细则》所设路径)介入协调;
(c)内部仲裁:涉及合伙权益、贡献值、权益池分配等内部事项者,提交本公司合伙事务仲裁小组裁断;
(d)专门机构裁断:涉及女性权益、凌虐争议等特别事项者,提交两性平等暨女性事务委员会或独立仲裁委员会;
(e)外部裁断:仍不能解决者,依仲裁协议提请仲裁,或依法律向有管辖权的机构提起诉讼。
23.3 违约救济措施及其梯度。 对违反本库配套文件、服务条款或相关约定者,视情节轻重,采取下列梯度化救济措施(以必要、适度、比例相当为限):
(a)继续履行 / 采取补救措施(限期改正、删除或更正不实内容);
(b)警示与限制(功能限制、内容屏蔽、访问限制、暂停或终止使用);
(c)损害赔偿(依法承担相应赔偿责任);
(d)移交有权机关(涉违法犯罪者,依法移送);
(e)信用与合作协议处理(依本公司信用评价与合作协议机制处理)。
上述措施可单用亦可并用;对未成年人、女性、少数民族、宗教群体及特殊情势地区当事人,一律从保护侧解释与适用。
23.4 法域差异之处理。 争议涉及不同法域时:
(a)强制性法律优先:优先适用对当事人具有强制效力的当地法律、行政法规之强制性规定;
(b)就高从严:各法域规则不一致时,就高标准、从严适用;涉及未成年人、女性者,以最有利于其者为先;
(c)不给当事人造成不当风险:在特殊情势地区(尤如阿富汗等),以当事人安全与隐私为最高优先,救济程序之设计不得增加其风险;
(d)不规避强制性保护:不得以选择准据法、管辖等方式,规避对未成年人、女性、劳动者等之强制性保护。
23.5 文化差异之处理。 争议涉及跨文化因素时:
(a)尊重多元、不作道德评判:不得以某一文化的道德标准,对另一文化之当事人作贬损性评价或不当归责(参第二十节之 20.4);
(b)文化适配:在不违反法律与本章原则的前提下,救济方式与沟通方式可依当事人文化、语言与习俗适当适配;
(c)语言与可及性:为当事人提供其可理解的沟通方式,必要时提供翻译或语言辅助;
(d)反对文化霸权:不得以文明优越论否定当事人的正当权利与诉求。
23.6 争议管辖之合理确定。
(a)内部事项(合伙权益、贡献值、权益池分配等):由本公司内部治理机制专属处理(23.2 之(c)(d));
(b)约定义务争议:有仲裁条款者从其约定,无仲裁条款者依法律确定管辖;
(c)涉外争议:当事人可约定适用公司登记地法律,或依冲突规范;但不得违反当事人惯常居所地关于消费者、未成年人、女性之强制性保护规定;
(d)网络服务争议:可依服务提供地或用户惯常居所地之法律规定确定管辖;
(e)专属事项:涉未成年人保护、人身安全、刑事犯罪者,一律保留移交有权机关之途径,不因管辖约定而排除。
23.7 特别群体的争议关护。 涉女性、未成年女性、少数民族与世界少数族裔、宗教群体、特殊情势地区当事人之争议,适用下列特别关护:
(a)程序关护:可由其代理人(监护人、受托人)代为主张;必要时由女性事务/未成年人事务专门机制承接;
(b)最有利条款优先:多法域、多文化规则并存时,以最有利于当事人者为准;
(c)隐私与匿名:程序中对当事人身份、族裔、宗教、处境信息严格保密,避免二次伤害;
(d)禁止报复:严禁对主张救济、提出举报者任何形式之报复。
23.8 定分止争与执行。 各方应本着诚信、克制、合作之精神履行和解、调解或裁断结果;本公司在其职权范围内,促进结果之落实(如技术措施、机制配合、必要时依约配合执行),力求案结事了、定分止争。
23.9 与强制性法律之关系及条款效力。 本章任何内容,均不得被解释为排除或限制当事人依当地强制性法律所享有之权利与救济。本章与强制性法律冲突时,以强制性法律为准;在法律允许的范围内,以最大化定分止争、最有利于保护当事人之方式解释与适用。本章未尽事宜,依本公司现行有效治理文件与相关法律规定处理。
23.1 Purpose and scope. This Section applies to all disputes, breaches and accountability matters arising from use of the Library or with the Company. It aims to maximize dispute resolution, fairness and justice, with full regard to differences in circumstances, jurisdictions, cultures, regions, gender and communities. It draws on the Company's remedy and dispute-resolution experience (a graduated path of negotiation — conciliation/mediation — arbitration — litigation) and adapts it to the Library's service context.
23.2 Graduated remedy path (drawing on the Company's governance remedy system). Disputes follow the sequence below — internal before external; negotiation before adjudication: (a) friendly negotiation; (b) conciliation/mediation and good offices through the Company's conciliation and mediation mechanism (per the Company's Governance Rules on Partnership-Interest Dispute Resolution); (c) internal arbitration by the Company's Partnership Affairs Arbitration Panel for internal matters (partnership interests, contribution value, pool allocation); (d) specialized adjudication by the Gender Equality & Women's Affairs Committee or the Independent Arbitration Committee for matters involving women's rights or abuse; (e) external adjudication — arbitration by agreement, or litigation before a competent forum.
23.3 Remedies and their gradation. For breach of these documents, the Terms of Service or related undertakings, the following graded remedies apply, limited to what is necessary, proportionate and appropriate: (a) specific performance / corrective measures; (b) warnings and restrictions (feature limits, content blocking, access suspension or termination); (c) damages as provided by law; (d) referral to competent authorities; (e) credit and cooperation handling under the Company's systems. Remedies may be used alone or together; for parties who are minors, women, ethnic minorities, religious communities or in special-situation regions, they are always construed and applied on the protective side.
23.4 Handling jurisdictional differences. Where different jurisdictions are involved: (a) mandatory law prevails; (b) the higher and stricter standard applies, and for minors and women, the most protective rule prevails; (c) no added risk — in special-situation regions (notably Afghanistan) the safety and privacy of the person concerned come first; (d) no circumvention of mandatory protections for minors, women or workers by choice of law or forum.
23.5 Handling cultural differences. Where cross-cultural factors arise: (a) respect for plurality; no moral judgement — no party is demeaned or wrongly blamed by another culture's moral standards (see §20.4); (b) cultural adaptation of remedy and communication where lawful; (c) language and accessibility, with translation or language assistance where needed; (d) against cultural hegemony — no denial of legitimate rights by claims of civilizational superiority.
23.6 Reasonable determination of forum. (a) Internal matters: exclusively handled by the Company's internal governance mechanisms (§23.2(c)(d)). (b) Contractual disputes: arbitration where agreed; otherwise forum determined by law. (c) Foreign-related disputes: the law of the Company's place of registration may be chosen, or conflict rules applied, but mandatory protections for consumers, minors and women in the party's habitual residence shall not be violated. (d) Online service disputes: the law of the service location or the user's habitual residence may determine the forum. (e) Exclusive matters: matters involving the protection of minors, personal safety or criminal offences always retain a route to referral to competent authorities, not excluded by any forum clause.
23.7 Special care in disputes. For disputes involving women, female minors, ethnic/world minorities, religious communities, or parties in special-situation regions: (a) procedural care — claims may be brought by a representative (guardian, trustee), and specialized women's/minors' mechanisms may take over where needed; (b) the most favourable rule prevails where multiple jurisdictional or cultural rules coexist; (c) privacy and anonymity — strict confidentiality of identity, ethnicity, religion and situation to avoid secondary harm; (d) no reprisals — any reprisal against those seeking remedy or reporting is strictly prohibited.
23.8 Resolution and implementation. Parties shall honour settlements, mediated outcomes or adjudicated results in good faith, restraint and cooperation; the Company, within its authority, facilitates implementation (technical measures, mechanism support, contractually agreed assistance) to achieve final closure of the matter.
23.9 Relationship with mandatory law; effect. Nothing herein shall be construed to exclude or limit any right or remedy a party enjoys under applicable mandatory law. Where this Section conflicts with mandatory law, mandatory law prevails; to the extent permitted, it is construed and applied so as to maximize dispute resolution and best protect the parties. Matters not covered are governed by the Company's effective governance documents and applicable law.
